Fuel and Energy Complex of Ukraine:
the Present and the Future

Fuel and energy complex is the engine of all structural components of the national economy. Well organized and efficient operation of FEC ensures the development of all the branches of national economy and generates the production potential of Ukraine. Intensification of production confronts the fuel and energy complex new challenges for its effective development strategy, safe and reliable operation, upgrading the industry.

The forum "Fuel and Energy Complex of Ukraine: the Present and the Future" for more than a decade has been the leading meeting place of the key players of the domestic and international energy market, a platform for establishment and development of business, academic and institutional links between senior officials of the Government, heads of relevant government agencies, industry experts, scientists, heads of powerful energy companies, leaders of electrical industry, power engineering specialists of industrial enterprises. Combined efforts of government, business, science and industry, professional competence of the Forum, can make professional proposals to develop a "roadmap" of the fuel and energy complex and provide a significant impulse to the industry modernization process.

The evidence of a special attention from the state and the appreciation of the professional level of the XIth International Forum "Fuel and Energy Complex of Ukraine: the Present and the Future" and the XIth International exhibition "Power Engineering for Industry - 2013" was the presence of high officials at the events opening.

On September 24 at the opening ceremony of the XI International Forum "Fuel and Energy Complex of Ukraine: the Present and the Future" and the XI International exhibition "Power Engineering for Industry 2013" the presence of high officials became the confirmation of a special attention and support of the events by the state.

The opening ceremony was attended by the Vice Prime Minister of Ukraine Yuriy Boiko, Chairman of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety Mykola Martynenko, head of the EU Delegation to Ukraine Ian Tombinsky, Deputy Minister of Energy and Coal Industry of Ukraine Sergey Cech, General Director of the International Exhibition Centre Anatoly Tkachenko and other distinguished guests.

During the opening of the Forum, Deputy Prime Minister Yuri Boyko read off the speach of the Prime Minister of Ukraine Mykola Azarov, where in particular was said: "Energy security, improvement of energy efficiency of the manufacturing enterprises, cost - effective use of resources, optimization of use of mineral resources are among the most pressing problems of the domestic economy." Chairman of the Parliamentary Committee Nikolai Martynenko conveyed greetings from Parliament Speaker Volodymyr Rybak, who said: "International Forum "Fuel and Energy Complex of Ukraine: the Present and the Future" is constantly stimulating the development of the fuel and energy sector of Ukraine, provides support for cooperation between domestic and foreign partners and promotes investment in this important segment of the economy of the state."

During the speech, the Head of the EU Delegation to Ukraine Ian Tombinsky said, that the energy sector is one of the key areas in cooperation between Ukraine and the EU, and also he underlined the need to implement the strategic objectives of the industry, noting that "the driving force of such changes is each one of the participants of the Forum." The Deputy Minister Sergei Cech turned to the participants of the Forum with a greeting message of Eduard Stavisky, the Minister of Energy and Coal Industry of Ukraine: "Meeting the challenges associated with the modernization of the fuel and energy complex, requires special attention to the introduction of advanced technologies, promotion and implementation of scientific developments in the market, creating the necessary conditions for improving the competitiveness of domestic products and technologies in the field of energy. Sustainable development of the fuel and energy sector is impossible to imagine without the implementation of a set of measures for resource conservation and energy efficiency".

On the occasion of the opening of the Forum the honoured guests solemnly cut the ribbon and got acquainted with the exposition, where a powerful industrial, scientific and investment potential of domestic and foreign enterprises in the fuel and energy industry, power engineering, electrical engineering, instrumentation, industrial electronics were focused on the same ground. On a total area of about 7650 sq.m. 176 companies from 12 countries (Austria, Belarus, Spain, China, Lithuania, Poland, Russia, Romania, Ukraine, Finland, France, Czech Republic) presented investment and innovation projects, a new generation of equipment, devices, instruments, materials, modern technology and development for energy, electric supply and energy saving.

BRANCH EXPOSITION "FEC OF UKRAINE" presented a detailed energy system of the country with a demonstration of the current state of the fuel and energy complex and the prospects for its development, programs of the implementation of the Energy Strategy of the country in the following areas: power generation, nuclear power, hydropower, thermal power, alternative and renewable sources of energy, oil and gas, petrochemical industry, coal - industrial complex.

The moderators of the event were the Deputy Minister of Energy and Coal Industry of Ukraine S. Czech and a member of the National Commission, carrying out state regulation of the energy sector, K. Telichko.
The roundtable participants discussed urgent issues of the state and perspectives of investment of the fuel and energy complex, mechanisms and instruments for investment stimulating.

The presentations on "Investment needs in the context of the implementation of the Power Strategy of Ukraine" were viewed. In particular, Director of NPC "Ukrenergo" A. Khodakovsky made a report about the state and prospects of investment in the energy sector of Ukraine, Deputy President of "Energoatom" NNEGC M. Konstantinov developed the theme of the "Status and prospects of investment in nuclear power of Ukraine".

First Counsellor, Head of the Section of economic cooperation, regional and social development of the EU Delegation to Ukraine, Jose Roman Leon Lora informed about the reforms in the energy sector as an instrument to improve the investment attractiveness, the Chief Banker for Energy of the World Bank, the project manager for the rehabilitation of hydropower plants Pekka Salminen also took part in the discussion, the Chief project manager of the Bureau KfW Peter Brinkman shared his experience in investing in the energy sector.

In addition, the speeches of the ex-Minister of Energy S. Ermilov, General Director of "Ukrhydroenergo", JSC I. Syrota, leading banker of the Energy Department of the EBRD in Ukraine O. Eremina were listened to. The Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine M. Pashkevych, First Deputy Head of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Safety A. Zarubinsky, Ambassador of the Republic of Austria to Ukraine Wolf Dietrich Heim and other industry experts participated in the discussion.

The event was led by the Deputy Minister of Energy and Coal Industry of Ukraine A. Bondarenko, who said during the roundtable: "The government of Ukraine is interested in improving the investment climate, in improving management practices of extractive industries, in strengthening the fight against corruption, and, therefore, in the participation of civil society in monitoring the extractive industry resources and revenues. That is why today the Ministry consistently execute the decisions of the Government of Ukraine's joining the Extractive Industries Transparency Initiative (EІTІ)". In addition, the Deputy Chairman of the Board of NJSC "Naftogaz of Ukraine" Vadym Chuprun reported on the progress and plans of "Zakordonnaftogaz" of NJSC "Naftogaz of Ukraine" concerning the development of oil deposits.

Representatives of the Ministry of Energy and Coal Industry, leading oil and gas companies, members of the International Secretariat of the Extractive Industries Initiative (EІTІ) took part the round table discussion.

Round table discussion "Technical re - equipment of generating capacities of FEC of Ukraine: plans and ways of it's realization"

The key subject of the roundtable was to analyze the state of pulverized coal power of the CIS countries. In the participants' point of view, the reconstruction of the main power plant equipment will improve their technical level, reliability, fuel efficiency, safety, and improve the environmental data. The roundtable participants listened to the reports of the General Director of "Atomenergomash" JSC Andrew Nikipelov (a division of "Rosatom" SC), General Director of "ZIO - Podolsk" and "ZIOMAR" Igor Kotov regarding the prospects of participation of Russian companies in the modernization of thermal power plants of Ukraine.

The round table was attended by representatives of the Ministry of Energy and Coal Industry, leading Russian and Ukrainian energy companies – the corporation "Rosatom", "Atomenergomash" OJSC, "Energoatom" GE, "Turboatom", DTEK, "Donbasenergo" PJSC, "Centrenergo" PJSC, expert community and the mass media.

Scientific conference "Perspectives of the Coal Industry of Ukraine"

At the conference, the issues of introduction of new high - efficiency mining equipment, equipment for trapping dust and gas emissions, clean feed gas boilers and dryers, process automation, increased safety were viewed. Additionally, the questions of raw coal enrichment, the prospects for coal-water fuel use, branch security were discussed.
The conference participants were managers and technicians of the coal industry, representatives of thermal energy enterprises.

Seminar "Organization of energy accounting in the housing stock in providing public services"

The seminar was attended by the heads of building societies, apartment houses joint owners' associations, representatives of the Kiev regional state administrations, as well as domestic and foreign manufacturers of modern equipment for the integrated control and regulation of energy resources.
Representatives of the utility's "Group of implementation of the project on energy saving in administrative and civil buildings in Kyiv" informed about the real actions on energy conservation and energy efficiency in residential buildings.
During the seminar the current situation and ways of organizing relations in the market for housing and communal services was discussed. At the meeting the further actions to implement the calculation of thermal energy in the housing stock of the city were approved.

Scientific-practical seminar "Automated electric energy metering system as a presupposition of electricity market reforming"
Electric Energy Department of the Ministry of Energy and Coal Industry of Ukraine, "Ukrenergo", SE NPC, Scientific and Technical Union of Power and Electrical Engineers of Ukraine (STUPEEU) with participation of the Public Council under the Ministry of Energy and Coal Industry of Ukraine.
The purpose of the seminar is a discussion of algorithms and technical capabilities of the automated power consumption measurement system (APCMS) and the characteristics of its implementation in terms of reforming the electric power wholesale market (EPWM) of Ukraine.

The seminar was attended by representatives of Ministry of Energy and Coal Industry of Ukraine, the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Security, NCRE, "Ukrenergo" GE, "Energorynok" GE, power companies, researchers from NAS and technical higher education institutions, experts of public councils from the Ministry of Energy and Coal Industry of Ukraine and the NCRE, well - known experts, representatives of STUPEEU and other public organizations of the energy field.

The meeting was attended by representatives of "UkrEnergo", SE NPC, "Ukrhydroenergo", GE, "Ukrteploelektrotsentral", GE, NAS of Ukraine, Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Ukrainian community, trade union and social organizations.
The Public Council under the Ministry of Energy and Coal Industry of Ukraine S. Potashnik and the head of the Public Council under the NCRE V. Kolko made a speech addressed to the audience.

Representatives of the Ministry of Energy and Coal Industry of Ukraine reported the results of work of the Ministry and the plan of the actions as for the problem resolving. During the discussion, civil society representatives accented the causes of electricity losses in networks, one of which, in their opinion, is the technical state of the equipment. Besides, among the existing problems were noted, in particular, the need for training, investment, resolving of problems of land allocation for the substations, development and introduction of promotional rate etc.

During the meeting heard reports of the chief researcher of General Power Institute of NAS of Ukraine B. Kostyukovsky entitled "Possible ways to reduce costs in the network and the problems of their implementation", the General Director of "Khmelnitskoblenergo", PJSC O. Shpak on "Cost - Cutting in networks. Experience of "Khmelnitskoblenergo" PJSC", the chief engineer of UkrEnergo, SE NPC, M. Golovatyuk were heard. In addition, during the speeches an energy loading increase due to the consumption of energy in the domestic sphere and in the therefore was noted, it was said about the need to change the equipment and the establishment of new transformers.
Following the meeting, it was decided to establish a working group to handle the propositions set in the negotiations, and their subsequent submission to Ministry of Energy and Coal Industry of Ukraine and NCRE.

As part of the "Nuclear Energy Day", there was a plenary meeting "Nuclear Energy Complex of Ukraine – the State and the Prospects" on the following themes:
- "Energoatom", the current state and the prospects"
- "Nuclear energy after Fukushima"
- "Nuclear fuel cycle development"
- "Nuclear power plants. Current state and perspectives"

Speaking on "Energoatom"– the current state and the prospects", the head of "Energoatom", NNEGC, Nikita Konstantinov also recalled that, according to the updated Energy Strategy of Ukraine for the period up to 2030 a part of nuclear generation of all electricity produced in the country will be held at the level of about 50%. "Energoatom" will remain the guarantor of energy security of Ukraine. Also the head of "Energoatom", GE mentioned that nuclear power is and will be the basis of the electrical energy industry in Ukraine.

Round table discussion "Nuclear Energy After Fukushima"
The participants discussed the world and, in particular, the European experience with measures to enhance nuclear and radiation safety, taking into account the experience of the Chernobyl accident in 1986, and the Fukushima, Daiichi in 2011. Regarding the safety standards that are applicable in relation to the operation of nuclear power plants, according to the head of the "Energoatom" Nikita Konstantinov, "EU countries, which operate nuclear power plants, use global standards. There are international standards of safety of nuclear power plants approved and adopted by the IAEA and accepted in the EU. "Energoatom" has been checked many times and will be checked by such authoritative international organizations as the IAEA and the World Association of Nuclear Operators. According to the results of these checks, the level of operational safety of Ukrainian NPPs meets all the applicable requirements".

The moderator of the round table "The role of nuclear energy in mitigating impacts of climate changes" was Alexander Sorokin, a member of the Presidium of the Association "Ukrainian Nuclear Forum," Deputy General Director "VostGOK", GE.
Opening the meeting, Alexander Sorokin, Member of the Presidium of the Association "Ukrainian Nuclear Forum", Acting General Director of "VostGOK", GE noted that "global climate change is one of the major problems of the mankind in the XXI century. European nuclear power permits to reduce carbon dioxide emissions by 3.4 billion tons a year, because this technology does not leed to greenhouse gas emissions".

The report "Nuclear Power in the context of global climate change: Ukrainian Dimension" was made by Alex Habatyuk, Head of the Supervisory Council of the green investments Fund. At the end of the report A. Habatyuk made the conclusions that the potential of nuclear power to reduce greenhouse gas emissions must be taken into account in the strategic planning of electric power.

General Director of Institutional Development Directorate of the Association "UNF" Alex Ananenko spoke on "EU energy policy in a changing climate: a view of European industry."

Summing up the results of the Round Table, A. Sorokin said that Ukraine is on the verge of signing an Association Agreement with the EU. In this regard, it is worth remembering that our government should also focus on the energy policy of the EU and to achieve the objectives outlined in the documents of the EU in this area.

As part of the Nuclear Energy Day, presentations were made by representatives of such leading companies in the field of nuclear energy as a "TVEL" (Russia), Westinghouse (USA), as well as the head of the World Association of NPP Operators Jacques Regaldo.

At the open area a symbolic tournament "The strongest man in the nuclear industry in Ukraine" met the guests, the athletes of the nuclear industry competed in weight lifting there. This competition was a kind of a show of strenth and a huge potential possessed by Ukrainian nuclear power.

Within the framework of the XI Forum "Fuel And Energy Complex Of Ukraine: The Present And The Future" seminars organized by the participants XI Specialized Trade Fair "Power Engineering for Industry – 2013" were held. Among them:
